To benefit from the preferential phone rates, Broadcasting and Publishing companies must, at the time of the request, possess the requirements foreseen by DPR n°49 of 02/15/1983.
Such requirements must be proven upon the first request and each annual renewal. The fare reduction foreseen in favor of the publishing and broadcasting companies is admitted in the fullest extent of 50% on telephony services, fixed and mobile, with the exception of international rates and traffic.
The reduction applies exclusively to the phone traffic, while taxes (VAT, legal stamp, GLT) are owed in full.

Publishing Companies - documentation to provide:
Original application in legal paper or headed paper with 14.62 € tax stamp, which has to state the denomination and the headquarters of the newspapers, listing the relating operational premises, and the declared periodicity, listing the utilities for which the benefit is being requested. Certificate of enrollment in the National Press Registry, attesting the date of the enrollment, the paper’s denomination and periodicity, or certificate of enrollment in the Registry if Communication Operators (ROC), accompanied by the application or by a self-declaration affidavit with the data reported in the application (denomination and declared periodicity of the papers).
Certification by the relevant offices (or self-declaration), attesting the regular payment of social security contributions to employees, relating to the previous year.
Self-declaration affidavit attesting that the utilities are used exclusively by the publishing company, with a list of said utilities.
Self-declaration affidavit attesting that the company solely conducts activities regarding the publishing of newspapers or, if it also conducts other activities, stating the breakdown of the turnover from the previous year, that must be provided also in cases where the client, despite conducting this sole activity, also publishes papers whose declared periodicity is more than monthly (ex. biannual, quarterly, annual).
Self-declaration affidavit attesting the regular publishing of the papers for which the benefit is requested, and the regular publishing of at least 3/4 of the declared periodicity. The benefits are granted from the first day of the month following the presentation of the application.
The publishing company must immediately communicate to the Publishing Service and to the operators any variation that entails the loss of the entitlement to the benefits.
The periodicity of the benefiting papers cannot exceed a monthly basis; a publisher, in order to profit from the benefits, must publish at least 9 numbers a year and therefore: Monthly periodicity numbers per year granted not granted No benefits are foreseen for online publishing companies, except Press Agencies. Any additional request or utility variation must be presented on legal or headed paper with 14.62 € tax stamp by February 28 each year.
For publishing companies, in the case of annual renewal, the necessary documentation must be received by February 28 each year, in compliance with the provisions of the Ministry of Communications. In the case of annual renewal, in compliance with the provisions of the Ministry of Communications, the following documentation is necessary: Certification by the relevant offices (or self-declaration), attesting the regular payment of social security contributions to employees;

The breakdown of the turnover from the previous year must also be provided also in case of papers whose declared periodicity is more than monthly (ex. biannual, quarterly, annual).
Self-declaration affidavit attesting the regular publishing of the papers for which the benefit is requested, and the regular publishing of at least 3/4 of the declared periodicity. By the same date, in the same forms, any variations regarding the list of utilities in exclusive use, to which the benefits apply, with the relative dates, must be communicated.

Broadcasting Companies - documentation to provide:
Copy of the application on simple paper, sent and addressed to the Presidency of the Council of Ministers, which shows the list of the utilities or contracts with the relevant operator for which the benefit is requested and the location of the single lines.
Copy of the Authorizing Decree issued by the Presidency of the Council of Ministers.
Certified copy of the duly receipted invoices relating to the year for which the client has sent an application for benefits.
Self-declaration on headed paper of the completed payment of the invoices in question. Copy of the Self-declaration affidavit attesting the exclusive use of the telephone utilities, with the location of each line and the relevant operator (unless stated in the application).
For broadcasting companies, no annual renewal is foreseen, it is always an ex novo request.
