Barring and Premium Service

What happened on 01/01/2022 and 01/02/2022?
As of January 1, 2022, the subscription VAS services (Premium Services as per the Code of Conduct for the Offer of Premium Services, so-called CASP 4.0) can no longer be activated or used on WINDTRE's network.
From February 1, 2022, the one-shot VAS services (as per CASP 4.0) can no longer be activated or used on WINDTRE's network, except for the services listed in Resolution 10/21/CONS.
 
Therefore, the following services remain available: televoting, solidarity donations, donations to political parties, banking services, mobile ticketing for public transport and parking, private postal services and those falling within the universal postal service, electronic certified delivery services and certified e-mail services (as defined by the above Resolution).
 
Furthermore, the service remains available that allows the purchase of digital content (Apps, books, films, magazines) - by subscription or for individual purchases - at retailer platforms, so-called Stores managed by international Players (e.g. Apple, Google, Microsoft, Chili TV), known and accredited, which obligatorily require the registration of the Customer with the express expression of consent and where the use of telephone credit and/or billing is in addition to other methods of payment such as Credit Card, Paypal, etc. (so-called Carrier Bill).

What are surcharge services or commonly referred to as VAS?
Premium services (VAS), also known as "content" or "premium" services, are payment services regulated by the Code of Conduct for the offer of Premium Services (so-called CASP 4.0) and by resolution 10/21/CONS, offered by third parties via SMS or data connection, outside the basic telecommunications services. Among the most common premium rate services (VAS) are: horoscopes, games, streaming video and music, news (Sport, Football, Gossip, News, ...), weather, ringtones and others.

Different, however, voice services to 89X and 178 numbers, satellite calls and calls to some international routes, not automatically blocked by WINDTRE, but subject to barring at the request of the customer.

Subscription and single-purchase VAS can no longer be activated on WINDTRE's network. Exceptions are televoting services, solidarity donations, donations to political parties, banking services, mobile ticketing for public transport and parking, private postal services and those falling within the universal postal service, certified electronic delivery services and certified e-mail services (as defined by Resolution 10/21/CONS) and so-called Carrier Billing services.

Blocking of Surcharge Services
WINDTRE, with the application of barring, offers you a suitable tool for protection against calls to premium voice lines (e.g. 89X and 178), satellite or international high-cost lines.
Please note that for SIM cards previously activated with the TRE brand, barring of calls to satellite and high-cost international numbers is not available.
Please note that the blocking of premium voice lines is only valid on the national WINDTRE network (it does not work abroad when you are roaming).

How much do surcharge-based services (VAS) cost?
The surcharge services (VAS) have a variable price, which is charged to the residual credit of the SIM (in the case of a rechargeable offer) or directly to the telephone account (in the case of a post-paid offer).
 
How are they activated?
Subscription and single-purchase VAS can no longer be activated on the WINDTRE network. Exceptions are televoting services, solidarity donations, donations to political parties, banking services, mobile ticketing for public transport and parking, private postal services and those falling within the universal postal service, certified electronic delivery services and certified electronic mail services (as defined by Resolution 10/21/CONS) and so-called Carrier Billing services.
In order to activate these services it is necessary to confirm the intention to purchase by following the indicated procedure.

Can surcharge-based services (VAS) be deactivated?
No. Currently available VAS are only single-purchase services that do not need to be deactivated.
Carrier Billing subscription services can be deactivated by following the procedure indicated by the international players (e.g. Apple, Google, Microsoft, Chili TV) that offer them.
